Kimberly Ruht, an associate in Osborn Maledon’s Energy and Utility Law group, serves as Associate Counsel for the Arizona Investment Council. Her practice focuses on all aspects of utility regulation including ratemaking, resource planning, renewable energy and energy efficiency portfolio standards and programs, rulemaking, investigations, customer complaints and federal compliance matters. She has experience representing and advising energy developers, industry associations, alternative energy companies, public service corporations and entities that provide services to utilities.
Ms. Ruht started her career as a staff attorney at the Arizona Corporation Commission, after which she joined two of the largest investor-electric utilities in Arizona, working in both legal and regulatory roles. Before that, Ms. Ruht served on the Ninth Circuit Court of Appeals and the Arizona District Court. She earned her J.D. from Arizona State University’s Sandra Day O’Connor of Law, an M.B.A from ASU’s W.P. Carey School of Business and a B.A. from University of Arizona.
